Set in 1968, the novel begins in Tucson with a hospice nurse who records terminally ill Karl Muller's confession. He admits to killing thousands of Jews during WWII. The nurse is understandably shocked. She enlists the help of Bryan De Luca, a professor with experience in investigating war criminals.

De Luca soon learns that shortly after the war, Muller and dozens of ex-Nazis were secretly recruited by American Intelligence to work as spies against the Soviets. De Luca also learns that Sam O'Hara, a former Immigration investigator, had compiled a secret list of ex-Nazis in America--a list that so-called contractors hired to protect them are desperate to obtain. They'll stop at nothing, not even murder, to keep the identities of the Nazis from falling into the hands of a secret group, Jews for Justice, whose sole objective is to kill them.

It doesn't take long for the contractors and the JFJ to learn that De Luca is in contact with O'Hara. Both groups suspect that it's only a matter of time before O'Hara gives him the list of Nazis. For days, the contractors keep De Luca and O'Hara under surveillance. They search their houses and find nothing. Frustrated, they kidnap and torture O'Hara.

De Luca is now faced with a moral dilemma that blurs the line between good and evil, causing him to ask if he should seek justice or revenge...
